3-4-10 Finance Subcmte
The Legislative Council Finance Committee held a meeting on Thursday,  March 4, 2010 in the Old Courtroom, Edmond Town Hall, Main Street, Newtown.

PRESENT:  Chairman Ben Spragg, Kevin Fitzgerald, Gary Davis, Dan Amaral, Jan Andras
                      ABSENT:  Chris LaRocque

Chairman Spragg called the meeting to order at 7:15 p.m.

PUBLIC PARTICIPATION:  None noted

MINUTES:  Mr. Fitzgerald moved to approve the minutes of the 2/18/10 meeting and offered an amendment.   Regarding Mr. Spragg’s comment that the Board of Selectman and Fairfield Hills Authority believed they were saving the Town money with the parking lot lease and their actions were justifiable, though unpopular, Mr. Fitzgerald disagrees.  He does not feel that the action taken was appropriate and that there were other options.  Minutes unanimously approved as amended.

UNFINISHED BUSINESS:

CIP Regulations Recommendations – Mr. Spragg forwarded this committee’s recommendations to the Board of Selectmen, Board of Finance and Board of Education chairpersons and is awaiting their comments.

Fairfield Hills Parking Lot Lease – Mr. Fitzgerald reviewed the Town of Newtown to Newtown Youth Academy lease and prepared what he feels are the key points (attached to minutes).  There was some discussion as to the cost to the town for use of the facility.  Mr. Fitzgerald will look into what expense the Town could possibly have over the years.  Mr. Spragg noted that this is not part of the referral to this committee – only the parking lot lease.

Conveyance taxes and other possible revenues – This will be discussed at the April meeting.

NEW BUSINESS:

CIP – There was a lengthy discussion of items in the CIP and whether they should be re-prioritized.  Mr. Spragg will ask Ms. Llodra to invite to the next meeting of this committee  1) Community Development Director Liz Stocker  to discuss the Sandy Hook Streetscape and Water Line, grants, return on investment, etc.; 2) Finance Director Bob Tait to discuss authorized, unissued projects,  and: 3) someone from the Fire Commission of Hook and Ladder to discuss the firehouse project.   The First Selectman is getting more information about the power lines at Fairfield Hills to discuss at that meeting.

Having no further business, the meeting was adjourned at 8:50 p.m.
